The partnership between PNZ Carbon and the Housing Associations' Charitable Trust (HACT) brings together project development expertise and deep housing sector knowledge to unlock private capital for housing decarbonisation.
Separate Roles With a Shared Purpose
Our roles are clearly defined and designed to enhance the integrity and effectiveness of the project.
PNZ Carbon acts as the Project Proponent under the VCS. We design and manage the carbon crediting framework, quantify emission reductions and oversee verification and credit issuance.
HACT is the charity of the UK social housing sector, with over 60 years of experience supporting housing providers. HACT leads engagement across the sector and delivers the social value assessment methodology through the UK Social Value Bank.
PNZ Credits extends this model to the private sector. With HACT providing independent social value quantification, PNZ Credits enables private installers and retrofit organisations outside social housing to unlock additional funding for retrofit projects through the sale of verified carbon credits.
As with Retrofit Credits, the value generated is channelled back into those delivering retrofit measures, allowing them to top up existing funding streams, increase project viability, and expand decarbonisation activity across the UK’s private housing stock.
HACT acts as the Implementing Partner for Retrofit Credits, our social-housing service that turns verified carbon savings into high-integrity carbon credits, returning additional funding to housing providers to accelerate retrofit programmes and deliver measurable social value through the UK Social Value Bank.

Through HACT’s UK Social Value Bank, we also measure the positive social impact of every retrofit project supported by the project, quantifying real improvements to residents’ wellbeing and their wider communities.
